Woodrow Wilson International Center for Scholars Fellowships 2010-2011

The Woodrow Wilson International Center for Scholars is announcing the opening of its 2010-2011 Fellowship competition.  The Center awards approximately 20-25 academic year residential fellowships to individuals from any country with outstanding project proposals on national and/or international issues.  Topics and scholarship should relate to key public policy challenges or provide the historical and/or cultural framework to illuminate policy issues of contemporary importance.  Applicants must hold a doctorate or have equivalent professional experience.  Fellows are provided stipends (which include round trip travel), private offices, access to the Library of Congress, Windows based personal computers, and research assistants.

Профессорско-преподавательский состав (ну и фраза) Массачусетского Технологического Института принял решение, что все их научные публикации должны быть в открытом доступе. В США модель доступа к научным статьям рыночная, т.е. доступ осуществляется за деньги. Авторы лишены права распространять свои статьи, если они опубликованы в традиционных научных журналах. Вся прибыль идет издателям.
На протяжении последних лет количество журналов в открытом доступе увеличилось. Появились журналы в открытом доступе, а также открытые базы данных типа PubMed. Но развивается это медленно, поскольку вовлечены слишком большие деньги. Коллективное действие ученых МТИ - маленький шаг, который в принципе мог бы пошатнуть распределение сил в сторону открытого доступа. Мог бы, если бы к МТИ присоединились другие "тяжеловесы" университетской науки, которые ведут передовые исследования, публикация которых приносит издателям большую прибыль. Тогда у проф-препод состава будет то, что называется bargaining power, переговорная сила. В противном случае изменения маловероятны. Тем более, что в Конгрессе лоббируется идея о запрещении открытого доступа, потому что это "нерыночно".

"Writing-Up" Predoctoral Fellowships, 2009-10

The Max Planck Institute for the History of Science, Berlin (MPIWG) offers a limited number of six-month predoctoral fellowships for outstanding students in the final stage of completing their dissertations. Dissertation topics should be related to an ongoing research project in Department II (Director: Lorraine Daston; project descriptions here: http://www.mpiwg-berlin.mpg.de/en/research/projects/department2) or Department III (Director: Hans-Jörg Rheinberger; project descriptions here: http://www.mpiwg-berlin.mpg.de/en/research/projects/department3).

The fellowships are open to doctoral candidates of all nationalities and disciplines, except those who have already received three years of Max Planck Society predoctoral fellowship funding. The colloquium language is English and candidates are expected to be able to present and discuss their work in that language, Applications may however be submitted in German, French, or English. The fellowships will run
either from 1 September 2009 - 28 February 2010 or from 1 March - 31 August 2010. The MPIWG offers all resident scholars computer and library support.

Applicants should send the following materials by 31 May 2009:
1. Curriculum vitae and list of publications.
2. Brief (maximum 750 words) description of dissertation, in which its relevance to an ongoing MPIWG research project is made clear.
3. Letter of recommendation from dissertation advisor endorsing the candidate and confirming that the dissertation will with high probability be completed within the term of the six-month fellowship.
